Beneficiaries of grants and eligibility requirements
Legal entities with registered office or operational unit in Emilia-Romagna and in possession of the following requirements at the time of submitting the application can apply:
- be duly established, active and registered in the Company Register o in the Economic Administrative Directory at the Chamber of Commerce, Industry, Crafts and Agriculture responsible for the territory;
- meet the requirements (dimensional parameters and characteristics of autonomy) of micro, small and medium enterprises according to the definition set out in Annex 1 of EU Regulation no. 651/2014 of 17 June 2014;
- not be in a state of judicial liquidation, composition with creditors, and any other insolvency procedure provided for by Legislative Decree 14/2019, as amended pursuant to Legislative Decree. 83/2022, nor have proceedings underway for the declaration of one of these situations against them;
- belong to the sectors of economic activity eligible for the tender, i.e ATECO codes from 10 to 33 (Section C – Manufacturing Activities), ATECO code 35 (Section D – Supply of electricity, gas, steam and air conditioning), ATECO code from 36 to 39 (Section E – Water Supply), ATECO code from 58 to 63 (Section J – Information and communication services) only if the activity is carried out by subjects registered in the Business Register or in the Economic Administrative Directory of the competent Chamber of Commerce, and the other divisions reported inAttachment 1 of the Call for Admission.
Characteristics of eligible projects
The tender supports projects carried out by micro, small and medium-sized enterprises and legal entities registered in the Economic Administrative Directory (REA) for the participation in one or more international fairs held in foreign countries or in Italy as long as they have international qualifications; fairs can
be both in presence and digitized (virtual fairs with remote participation).
Participation in business meetings (B2B) or collective and international promotion events is also permitted, organized by third parties with proven experience in the international arena, in presence or in virtual format.
The interventions:
- will have to be made starting from 1 January 2023 and concluded by 31 December 2023;
- they must be carried out exclusively for the benefit of the applicant's production unit/operational headquarters located in the territory of the Emilia-Romagna Region and indicated in the grant application;
- they must not include activities that are part of an operation subject to relocation to Emilia-Romagna or which constitute the transfer of a production activity to Emilia-Romagna from a member state of the Union or from another Italian region.
Eligible expenses
The following types of expenses are eligible:
- INTERNATIONAL FAIRS: participation by the beneficiary of the contribution in fairs abroad or in Italy (in the latter case only in fairs with "international" qualification), of a physical or virtual nature. In the case of in-person fairs, the following costs will be allowed: space rental, set-up rental (including stand design costs), space management, transport of goods on display and insurance of the same, hiring of hostesses/interpreters. In the case of virtual fairs, the following costs will be admitted: registration for the fair and related services, digital consultancy, hosting, production of digital content, onerous agreements with media partners, shipping costs of samples.
- B2B AND EVENTS: participation by the beneficiary of the contribution in promotional events, business meetings, B2B meetings in physical or virtual form, collective and at an international level, organized by third parties with proven experience in the international context. The events cannot be organized by the beneficiary, nor be for his exclusive benefit, but be events for the benefit of various participating subjects. The eligible expenditure items for B2B and events are the same as those listed for international fairs.
Features of the contribution
The regional contribution will be granted non-repayable to the extent of 70% of expenses deemed admissible, for an amount not exceeding 25,000.00 euros. The contribution amount can be increased by 5%, without prejudice to the maximum amount indicated above and the percentage indicated with respect to the expected expenditure, if one or more of the hypotheses listed below apply:
- in the event that the applicant's business activity is characterized, at the time of the application, by the relevance of the female and/or young presence as indicated in theAnnex 3 to the announcement;
- in the event that the proposing subjects operate, with reference to the operational headquarters/local units where the intervention is carried out, in mountain areas, as defined pursuant to LR no. 2/2004 and subsequent amendments. and identified by the resolutions of the Regional Council n. 1734/2004, n.1813/2009, n. 383/2022 and 1337/2022 (so-called MOUNTAIN AREAS) (Annex 4 to the announcement).
- in the event that the subjects proposing the projects operate, with reference to the operational headquarters/local units where the intervention is carried out, in the areas of Emilia-Romagna included in the national map of state aid for regional purposes approved by the European Commission with the Decision C(2022)1545 of 18 March 2022 (so-called AREAS 107. 3. C) (Annex 9 to the announcement).
- in the event that the subjects proposing the projects operate, with reference to the operational offices/local units where the intervention is carried out, in the internal areas of Emilia-Romagna (INTERNAL AREAS), as identified in Annex B to the Council Resolution n. 512/2022 (Annex 5 to the announcement).
- in the event that the applicants, who have an annual turnover equal to or greater than €2 million, are in possession, at the time of the application, of the legality rating pursuant to the Decree of article 5-ter of the decree-law 1/ 2012, as amended by Legislative Decree 29/2012, converted with amendments by Law 62/2012) and the MEF-MISE Decree of 20 February 2014, n.57.
Presentation of questions
The contribution application must be completed and sent exclusively electronically, via the specific web application Sphinx 2020 starting from 12.00 on 16 March 2023 until to 16.00 of the April 18, 2023. Any subject can present just one question.
